Problem with the Distribution of ID cards in Haiti Election

Less than 24 hours before polls open in Haiti, more than half of the Identification cards required for voting in the 2010 Haiti election were not distributed to the public.
It was reported on Saturday that many potential voters were frustrated. People waited in long lines to pick up their cards for hours, screaming in anger and frustration. Many stated that similar issues existed when they applied for their cards.
Less than half of the estimated 400000 Identification Cards applied for were given back.
Many of the candidates and their representatives questioned whether this election will be fair. Many think it is a deliberate action from the current government to create confusion.
This election is expected to go to a runoff. With all these candidates running for the Presidency of Haiti it is unlikely that any of them will be able to secure more than 50 percent of the vote to avoid a runoff with the one coming in second position.
