Fear of fraud in the 2010 Haiti election has resulted in aggressive, sometimes violent and deadly clashes between
rival political groups and the UN force. The tight race prompted the leading candidates to warn the Haitian population to expect fraud and dirty tricks on November 28, 2010.
Does the fear of fraud in Haiti election have any basis?
In the 2006 election in Haiti to replace former interim government or Gerard Latortue, all 99 seats in the Chamber of Deputies of Haiti and all 30 seats in the Senate of Haiti were contested. Rene Preval came in first position with 48.8% of the vote, less than 50% needed to be declared a winner of the election on the first round. Marked ballots found in garbage dump suggested that there were fraud. On February 16, 2006, it was agreed by the electoral council to declare Rene Preval winner of the election and avoid a second round of voting.
The head of the 2010 Haiti election registration voiced fears that widespread fraud could be registered in this election as well.
Hours before the population started voting, more than half of the 400,000 new and replaced national identification cards required for voting have not been distributed, fearing fraud by the government. People waited in long lines on the day before the election to pick up new or replacement identification cards. Many of the 19 candidates and their representatives took to the streets to question election fairness.
Candidate Mirlande Manigat told the news media that the ruling UNITE Party should be watched closely. Just before the election, public opinion polls put Mrs. Manigat in first position with 31% support, candidate Jude Celestin came in second position with 20.1% and candidate Michel Martelly, with 14 % support.
