OAS to provide Scholarship program for Haitian Students

This is a rare opportunity for Haitian professional. It is what you would call a train the trainer program.
The Organization of American States(OAS) has introduced a program for students. This new program provides scholarship for professional development online. The objective is to train more Haitians with appropriate skills to contribute toward the reconstruction of Haiti
The Organization of American States(OAS), will provide a wide range of training and degrees in a variety of field online. They include professional development, teacher's training and Master's degrees.
The OAS is teaming up with Accredited Educational Institutions such as Université Laval to provide these educational services.
To be eligible to participate in the program, you must be a Haitian citizen and currently living in Haiti.
My point is why do I have live in Haiti to be qualify for this program? Things happened I'm living to another country now but we want to help our country to move on like any other Haitian living back there.
