Brazil, 1,300 asylum applications from Haitians immigrants denied

Brazil has an immigration policy that has not been generous to Haitians. Since the 2010 Haiti earthquake, a total of 1,300 Haitians applied for asylum in Brazil. None of these applications were approved.
It has been reported that the Haitians usually pay anywhere from two to five thousand dollar for the trip. According to Brazilian authorities, Haitians travel into the Amazon with security provided by "Coyotes".
It is ironic how many Haitians usually identify themselves as Brazilians during a typical soccer game. With the current problem of Haitian refugee in Brazil, the Brazilian population does not see it the same way.
QUESTION:
Should we apply the same criteria for the Brazilian force currently occupying Haiti?
