In 2005, it was estimated that more than 23 Haitian died in Cite Soleil after UN troops went on the rampage. Some people estimated there were both women and children among the victims

Haitian President Michel Martelly did not stay quiet on the allegation of sexual abuse by MINUSTAH. He has condemned the alleged rape of an 18-year-old local man in Port Salut Haiti by Uruguayan MINUSTAH peacekeepers and demanded for an investigation.

In a letter written to Michel Martelly, the president of Uruguay, Mr. Jose Mujica, offers his apology to the Haitian people for the behaviors of several Uruguayan U.N. peacekeeping troops. Mr. Jose Mujica said: "We apologize for the abuse that some soldiers of my country perpetrated. Although the damage is irreparable, have the certainty that we will investigate thoroughly and apply the harshest sanctions against those responsible.
