Michel Martelly, Free transportation for school children in uniform

As part of the implementation of his his education plan, President Michel Martelly just announced that his government will soon provide free transportation to all school children in uniform. This is to take place with the opening of the new school year in Haiti that has been delayed.

How does the government intend to accomplish that? Martelly's government intends to make available the bus transportation company Dyite to provide this service. One question that was not answered is that whether or not this free transportation for school children will take place throughout Haiti. We have experience with governmental policies that only applied to the Republic of Port-au-Prince.

How much will Free transportation for school children in uniform cost and where will the money come from?

These questions have not been answered by the Martelly's government. We know that with the new taxes levied on money transfers and international phone calls to Haiti, the Haitian government has been collecting a large sum of money on behalf of education. Shouldn't we have reports publicly available as to how the money have been spent and for what purpose?
