What is it with Haitian Rara and the City of Leogane?

This is obvious during the lent season or as Easter Sunday approaches. The city of Leogane becomes the center for fan and color with so many rara bands dressing in all kinds of colors, taking to the streets and creating happiness and joy as the population enjoys the music.
The sound of the cylindrical bamboos, trumpets, drums, maracas or metal bells can be heard anywhere in Leogane during Rara season.
QUESTION:
Why is this form of Haitian culture, rara, mainly concentrated around the city of Leogane?
Does that mean there are more Voodoo practioners in Leogane than any other cities in Haiti?
