Cuba, US, South Africa negotiating Jean-Bertrand Aristide's return to Haiti

The "Haitian Joudalist" just learned that Top-level negotiations are currently under way to make the return of Former Haitian President Jean-Bertrand Aristide to Haiti a reality. According to reliable sources, since last year there has been negotiations to return Aristide to Haiti because it is costing the South African government lots of money to provide.
The South African government reported that tax payers in South Africa are paying an average of R3 millions. The South African government is responsible to cover accommodation, transportation, salaries for his support staff and security for the former Haitian president.
I do not know what the currency rate of South Africa's currency vies a vis of the American dollar; however, R3 million sounds like a lot of money to me.
The only reason Jean-Bertrand Aristide is not back in Haiti is because of US concerns. The Unites States government is concerned that a return of aristide to Haiti will likely destabilize the country
