Created for the first time by President Jean-Bertrand Aristide, Haiti’s minister of Haitians living abroad has been in the eyes of many Haitians, just another ministry among of many non effective ministries in the Haitian government.
When Edwin Paraison took over the ministry, it was still considered a waist of Government fund because it did not accomplish much for the Haitians living in countries such as Dominican Republic, Bahamas, United States, Canada and France just to name a few countries where historically the Haitian Diaspora has been left on their owh to fight against immigration issues and abuse.
The new Haiti’s minister of Haitians living abroad, Edwin Paraison, has decided to be more vocal. His first effort was to support a change in the Haitian constitution to allow dual or multiple citizenships for Haitians.
More than two million Haitians are living outside of Haiti and the new Haiti’s minister of Haitians living abroad, Edwin Paraison, believes that they must be represented in the Haitian government. These Haitians contribute up to two billion dollars annually to Haiti in remittances.
These same Haitians living abroad are always called upon to help whenever there is a need in Haiti. According to Edwin Paraison: "Haitians living abroad are vital to the reconstruction efforts in the country"
