U.S. Deportation of Haitian immigrants must go on, regardless of the situation in Haiti

This week, U.S. Department of Homeland Security proceeded on deporting nineteen Haitians to their homeland, Haiti. They are being deported to a country that can not assure any safe reintegration to the country.
Haiti is still struggling with the aftermath of the 2010 earthquake when over 300,000 Haitians lost their lives. In addition, over 700,000 Haitians are left homeless and currently living under tents scattered all over the Haitian capital.
The cholera epidemic that already took the lives of over 4,000 Haitians since last year, is still affecting many more.
There is an agreement between the Haitian government and the U.S. that allow for the United States to deport these people back to their country of origin. Under the September 1981 Agreement with Haiti, the United States is allowed to interdict Haitian boats and return prospective immigrants To Haiti.
The procedure when a Haitian with criminal record is deported back to Haiti: They will be put in jail in Haiti once arrived until a family member can come and claim them
QUESTIONS:
Let's be logical for a moment. These people were living in a country with plenty of economic opportunities and had decided to commit crime. After they have been deported to a society with almost no opportunity what so ever, what do you except them to do?
