Michel Martelly wants the Haitian Diaspora to pay for 860,000 Haitian children to school for free

The president elect Michel Martelly came back to Miami. This time there was no campaign gimmicks. The newly elected president of Haiti wants the Diaspora to come up with the "Mula" to help him to keep the promises he made during the election.

Diaspora, show me the money......

According to Haiti President elect, "We need you to bring your talent back to Haiti".  He could have been more direct by saying: "Send your money"

"Bay piti pa chich."
To give little is not being cheap.

Michel Martelly wants the Haitian Diaspora to help him keep his promises  to provide free education to all Haitians.

How does the president intends to accomplish that?

He proposed a $1.00 on every $100.00 transferred to Haiti. He also proposes a small charge on every international phone call to Haiti. The president estimates that between these two new proposals, he would be able to raise on average $86 million and send 860,000 Haitian children to school for free.

The "Haitian Joudalist" would definitely support such a plan. However, before the president put his hands in our pocket, there should be some conditions put on the table.
 

The "Haitian Joudalist" has a few suggestions:

1: We need scheduled periodic reports on the amount of fund collected and spent
2: Specific cost for each project,  and  the process for project selection
3: A process for check and balance.
4: Rules and regulations to prevent conflict of interest, misappropriation of funds, and favoritism
5: Specific consequences for anyone found in violation of these roles and regulations
6: A  clause stating clearly that the fund can not be used for any other purpose than to provide free education to the Children of Haiti

I applaud the intention of the new President to call upon Haitians to help Haiti climb out of the decadent cliff we had been thrown. I however have certain reservations with the administration of these funds. Fully confident that as soon as the diaspora is assured of the safety and proper expenditure of their contribution; All will see the need to participate. * En applaudissant l'intention du President Martelli de reclamer le concours individuel de la diaspora a la tache de soustraire le pays des fonds de lacune qui nous enterrent. The President explicitly conjured the pitiful situation of the educational opportunities of the masses children. This should be respected, before anyone thinks about other well needed projects or not. Providing the law would serve to protect the Haitian citizens would be implemented. Which Haitian would not wish to come back home and assist in the recovery of our National Pride. * Lorsqu'on donne dans un but, L'intention qui a cause la participation doit etre honoree avant de passer a d'autres besoins aussi pressant soient les autres, a moins de concerner directement ceux pour qui nous contribuons. Mr Martelli fera bien de se rappeler des raisons qui ont force bon nombre d'Haitien de bonne volonte a chercher la securute en d'autres parts du monde. Our children should come foremost, and must be educated in the needs of the country, in how they may contribute to make Haiti a safe haven for their own children. Instead of having to seek livelihood elsewhere. The type of education in Haiti must be revized in order to satisfy the lack of patriotism rampant inthe country. Elsewhere is well set off due to Haitian citizens' contributions in many fields. These areas where they avail themselves are not well off in Haiti. The President might take into consideration that while Haitian teachers are called to foreign soils to teach, our children needed their help. Quebec, Canada might testify to this fact. Are there no Haitians teaching in USA? Yet, this little deteriorated area of the world so heavily decried by all, even by Haitians does not realize that Haiti needs help in it instructional infrastructure. * Nos enfants avant tout devraient assurer l'avenir du pays.
