Currently in a visit in Paris, France, Deputy Arnel Bélizaire has some charges against him and a request for his arrest once returned to Haiti. Deputy Bélizaire formally denied these charges against him and intends to return to the country to fight the charges.
Is this possible to make an arrest of an elected official in Haiti so easily?
The answer to this is no. However, the Haitian justice system is bringing in the open its capacities as well as its limitations in the application of the laws of the country. This is a justice system that suppose to guarantee justice for all, freedom, and at the same time prevent some citizens of the country from abusing their powers.
Commenting on the request made by the Government Commissioner of Port-au-Prince to proceed with the arrest of Deputy Arnel Bélizaire, Senator Joazile stated that the Deputy benefits from parliamentary immunity and that the law clearly defines the procedure to waive this immunity. according to Senator Joazile, "the Government Commissioner must ask to the Minister of Justice to write to the President of the Assembly to waive the immunity. At that time, the President presents the case to the Assembly and gave it to a special commission that will investigate and decide."
Who is right?
Is the decision of the Government Commissioner of Port-au-Prince to arrest Deputy Arnel Bélizaire a right one? is this a pure an simple case of reestablishing justice in Haiti ones and for all? Does this mean no matter who you are the Haitian justice will be fair, just and impartial to all?
Or on the other hand, is this a political game? As it was reported recently in the news media. President Michel Martelly had an altercation with Deputy Arnel Bélizaire at the National Palace recently. is Mr. Martelly using his power to get back at Deputy Arnel Bélizaire?
